Alcoholism, Drug Dependency and Public Policy on the Eve of his legislation he initiated taking effect.
The Hughes Bill effectively changed the Alcoholic and Drug Addict from Criminal to Patient and
began the widespread opening of Treatment Centers which were relatively rare before that.
